The Congressional Coalition at Adoption Institute ( CCAI ) is a non-partisan, non-profit American organization dedicated to raising awareness about the tens of thousands of orphans and foster children in the United States and millions of orphans around the world need a permanent, secure, and loving home through adoption, and to remove barriers that prevent these children from realizing their basic rights of a family. "CCAI seeks to educate and inform Congressmen in terms of adoption, foster, and child welfare that affect their constituents. This is done through congressional briefings, leadership training programs, educational trips, and other important programs. The Institute's work is fully funded by donations and gifts from organizations and individuals such as Dave Thomas Foundation for Adoption and W.K. Kellogg Foundation.

Angels in Adoption

CCAI is known for the Angels in Adoption annual award, which allows Congress Members to nominate constituents for their work in adoption, foster care, and child welfare communities. Every year, there are some National Angels, individuals or groups working at national or global level, respected. Previous recipients include Alonzo Mourning, Darryl McDaniels, Laura Bush, Jane Seymour, Bruce Willis, and Rosie O'Donnell.

Jerry Sandusky was given the Angels in Adoption Award in 2002 for his work with the Second Mile Foundation. It was canceled in 2011 in response to allegations of sexual harassment against Sandusky.

Foster Youth Apprentice

The Foster Youth Apprenticeship program locates undergraduate and postgraduate students who have been in the foster care system at the congressional office for the summer. The aim of the program is "to bring attention to the procedural policies and barriers that trap children in the care system." This experience is documented at the end of the program each year as a briefing to Members of Congress and the press, highlighting the urgent and sustainable issues of growing child welfare.
