The Great Seal of the State of North Carolina was first ratified by the North Carolina Constitution of 1776, made in the first form in 1778, and most took the modern form in 1835. According to state law passed by North Carolina General Assembly of the 19th century:
The Governor must obtain the State of Seal, which will be called the great seal of the State of North Carolina, and shall be two and a quarter inches in diameter, and the design shall be a representation of Freedom and Multiple numbers, looking towards each other but not more than half front and the other wisely disposed of as follows: Freedom, first figure, standing, his wand with a hat on it in his left hand and a scroll with the word "Constitution" Written on it in his right hand. Many, the second figure, sat down, his right arm half extended to Liberty, three grain of wheat in his right hand, and to his left, the small end of his horn, the mouth resting on his feet, and the contents of the horn rolled out.
The background on the seal should contain the depiction of mountains flowing from left to right to the middle of the seal. The side view of the three-masted vessel will lie on the sea and on Plenty's right. The date "May 20, 1775" will appear in the seal and at the top of the seal and the words "esse quam videri" will appear at the bottom around it. No other words, numbers or other embellishments will appear on the seals.
May 20, 1775, referring to the Mecklenburg Declaration of Independence, supposedly the first declaration of independence adopted during the American Revolution.
The motto "Esse quam videri" means "Becoming Better Than Seen". "Pole with hat" is a pillar of freedom.
In 1971, the seal was officially standardized after the state's attorney general's deputy found that more than one version had been used. In 1983, state Senator Julian R. Allsbrook proposed a revision on the seals to add seals dated 12 April 1776, the date of the Halifax Resolution; this revision is approved by the state legislature. Both dates are also on the North Carolina flag.
