Children, Youth and Families " CYF " (in M? ori, Te Awhina Dance i te Tamaiti, te Rangatahi, tae atu ki te Whanau ), is a government agency that has the legal power to intervene to protect and assist children who are abused or neglected or who have problematic behavior until replaced by the new Ministry for Vulnerable Children in April 2017. CYF works with the Police and Courts in dealing with young offenders under the youth court system. It provides housing and care services for children in need of care and protection and for young offenders. CYF assesses people who want to adopt children and are reported to the Family Court on adoption applications. CYF facilitates the exchange of identification information for those who adopt the past. The agency also funds community organizations working with children, youth and their families to support the role of communities in protecting and assisting children.

CYF is a functional unit of the Ministry of Social Development (MSD), after the 2006 merger of the Children's Services Department, Youth and Family (CYFS) and MSD. CYFS has been established in 1999 from former Child and Adolescent Services (CYPS).

The responsibility for CYF is included in the Social Development Minister's portfolio.

Responsibility

Protecting risky or otherwise abused or neglected children or teenagers, or at risk of offending, is the primary responsibility of the service, and conducts an investigation when a child or young person is believed to be "at risk". Where there is a risk of serious harm, he can use force to ensure that a child remains safe from that risk. The department also handles juvenile justice, a section of the law that deals primarily with offending by young people aged 14-16, and adoption through the AISU Information Unit and Services (AISU).

In addition, the department provides housing and care services for children and adolescents who need placement from their parents, guardians or carers, and fund community-based social services, with a focus on children, young people and families needing support.

CYFS Watch blog

In January 2007, a controversial blog "CYFS Watch" appeared on Google Blogger. The stated purpose of the blog is to reveal examples of alleged incompetence by Child Youth and Family Service and publish personal details from some CYFS social workers. The Ministry responded by complaining to Google. In late February, the blog's anonymous author made the threat of murder against Green MP Sue Bradford as a result of his Crime (Elimination of Force as Justification for Child Discipline) Bill Amendment 2005. Google responded on February 22, 2007 by removing the site as a violation of their terms of service.
