Suzanne Waughtel Hopper (nÃÆ' Â © e Bauer , November 11, 1970 - January 1, 2011) is a Clark County deputy who was killed in action on New Year's Day 2011, leading to the adoption of the Suzanne Hopper Act to improve officer safety when dealing with offenders who have a known history of mental illness.

Personal life

Suzanne Hopper is a 12-year veteran police officer with Clark County Sheriff's Office (CCSO) and former Officer of the Year. He won several gold medals in Olympic weight lifting. He is known to once walk six years without a sick day and after his first daughter was born in 1992 with special needs, Hopper engaged in charitable activities for causes such as the Special Olympics, where he started a local volleyball fundraiser in 2008. He married his second husband , Matthew Hopper, in 2010. She has two children from her first marriage, Emily Bauer and Charles Waughtel, and two stepchildren, Madeleine and Cole Hopper. After Matthew Hopper died on April 10, 2014 at the age of 38 after the battle with cancer, the children were brought by parents Suzanne Hopper, Charles and Bonnie Bauer.

On January 1, 2011, Vice-Hopper responded to a call about a shot fired at Enon Beach's mobile home park with his partner, Sergeant Dustin White. At about 11:35 AM, the pair were interviewing the family whose trailer was shot, Hopper was shot at very close range as he tried to photograph footprints. The gunman pointed a shotgun at him from inside his trailer and shot him without warning. According to Clark County Sheriff Gene Kelly, Hopper "never had a chance to return fire or shelter".

Gun battles erupt between suspects and other officers who respond as they attempt to retrieve Hopper's body. According to an eyewitness, an officer tried desperately to reach Hopper's body: he repeatedly asked over the radio if he could catch it but was rejected because the scene was unsafe. The police used a loudspeaker to ask the suspect to surrender for a few minutes, before reigniting his trailer and killing him.

A German Township official, Jeremy Blum, was also wounded. He was flown to Miami Valley Hospital in stable condition. The distance between Enon Beach and Interstate 70 trailer parks caused the highway to close for about an hour.

Gunman

The gunman was identified as Michael Ferryman, 57, who has a history of mental illness and violence. A girl who lives in the same trailer park describes her as a "quiet person" who becomes unhappy if angry. He was previously involved in another gunfight with police in 2001, in Morgan County, where he has been found not guilty by insanity. He was released and supposedly under surveillance, but according to Clark County Sherry Gene Kelly "oversight failed" and there was no notice that Ferryman had moved to Clark County. He says if they have this information and have been aware of Ferryman's history, Hopper's response to the initial call will be far more cautious. Ferryman's girlfriend was punished with a gun used to kill Hopper, and was sentenced to five years in prison.

Legacy

A funeral ceremony was held on January 7, 2011, attended by thousands of officers from across the United States despite heavy snow. A procession of 1,600 vehicles crosses Clark County. Hopper was posthumously awarded "representative of the year". During a speech given in May 2012 at the National Peace Officer Warning Service, President Barack Obama honored Hopper's memory. A Springfield News-Sun photo of the show was later named in the "most memorable photo" of Life Magazine. "The videotape of the firefight was featured in the last episode of The World's Most Wild Police Video.

Suzanne Hopper Act

The Suzanne Hopper Act is a law intended to create a database that law enforcement can use to track perpetrators of violence ruled as mentally ill by Ohio courts.

In June 2013, the bill was sponsored by Republican state senators Chris Widener of Springfield and Bill Beagle of Tipp City, and was signed into law by governor John Kasich.

The law is credited with several examples to improve officer safety.
