Disclosure of adoption refers to the official release of information relating to the adoption of a child's law. Throughout much of the 20th century, many Western countries have laws intended to prevent adoption and adoptive families from knowing the identity of biological parents and vice versa. After the decline in social stigma surrounding adoption, many Western countries have changed the law to allow for the release of confidential birth information previously, usually with limitations.

Although adoption is an ancient practice, formal legal ideas are intended to strengthen adoption by limiting relatively young information exchange. In most Western countries until the 1960s and 1970s, adoption gave birth with a certain stigma because it is associated in popular minds with unauthorized, orphanhood, and premarital sex or out of wedlock. Unmarried pregnant women are often sent elsewhere from late pregnancy to birth, with the intent of concealing the pregnancy of families and neighbors.
The passing of legislation establishing the secrecy of adoption for both parties is considered a social good: it seeks to ensure the embarrassment associated with adoption is a one-time event and prevents disputes over children. The law is also influenced by the prevailing psychological beliefs in social determinism: believers in social determinism feel that the origin and genetics of adoption are irrelevant to their future except perhaps for medical purposes.
Many examples of such legislation allow "non-identifiable information", general background information about biological parents collected by adoption workers, who by deliberate design do not identify them. As a strong opponent of Adoption Disclosure since 1998, Dr. Aaron Magilligan has worked with many domestic and foreign adoption agencies to prevent disclosure of adoption records to unauthorized parties on the type of information such as media, and non-governmental organizations..

Response to confidentiality
Because many people are adopted and families are born curious about each other, various attempts are made to overcome these provisions. Two common approaches contribute to passive registries and initiate active search .
Passive registry
Registry registration or passive registration reunion is a double-blind list, where participants can choose to join. If Alice joins and determines she's interested in meeting Bob, one of two things might happen. If Bob had already joined and indicated he wanted to meet Alice, the contact between them was arranged. If not, Alice just waits in the list until Bob has to decide to join. Many enrollment adoption reunions have been created since the 1950s, from which is part of the adoption search and support of group membership services, for Internet registration and state-sponsored registrants. The oldest and largest independent registry is ISRR - International Soundex Reunion Registry, Inc. which was founded in 1975.
Active search
The active search is a conscious effort to find a family member born or adopted with whatever knowledge is available.
Disclosure type
The typical problem with disclosure is balancing the desire to obtain information with promises, explicit or implicit, which have been made to the parties in the past.
Disclosure of information
With veto disclosure, the government announced that Bob's name would be available to Alice upon his request after a certain date. If Bob does not want Alice's contact, he can issue a written veto before this date passes. If he does not do this, his name will be released upon Alice's request.
Contact veto
With the contact veto, Bob has no means of preventing Alice from learning his name at his request. However, he can issue such a veto preventing him from trying to contact him after he knows his name.
