Seal of State of Oregon is the official US state seal. It was designed by Harvey Gordon in 1857, two years before Oregon was accepted in the Union. The seal was preceded by the Salmon Seal of the Provisional Government and Seal of the Oregon Territory. The state seal is mandated by Article VI of the Oregon Constitution.

Histori

The first seal for Oregon was during the Provisional Government that lasted from 1843 to 1849. The government used Seal Salmon, a round seal featuring three wheat bundles and one salmon. Salmon is under, with Oregon at the top. Salmon is designed to symbolize the fishing industry and grains to represent agriculture. Designed to be neutral on the Oregon Question and whether the US or Britain will ultimately control the territory, the seal was used until the Oregon Territory was created and the territorial government arrived in 1849.

With the arrival of Governor Joseph Lane in 1849 the territorial government took over the territory. That year the government adopted a new seal featuring motto and various motives. In the center there is a sailing ship used to represent trade, and above it is a beaver to symbolize the prominent feather trade in Oregon's early recorded history. To the left of the ship were native Americans and to the right was an eagle. Above the beaver on the banner is the Latin motto, Eyebrow Volat Propriis , translated as "He flies with his own wings". Along the perimeter there are five stars at the bottom and Seal of the Territory of Oregon above.

In 1857, the Oregon Constitutional Convention was held in the capital Salem where delegates drafted a constitution to prepare for state status and adopt a new seal for use once the state was achieved. The convention designates Benjamin F. Burch, LaFayette Grover, and James K. Kelly to design a new seal. Proposals for seals from Harvey Gordon are used with the addition of deer added by the committee. The usage started after Oregon became the 33rd state on 14 February 1859, and the number of stars increased to 33 from 32 original by the Oregon Legislative Assembly (Minnesota to the state in 1858).

Design

While the existence of the Oregon state seal is written into the constitution of the state of Oregon, the seal design itself is determined by the Oregon Revised Statute (ORS) chapter 186. The articles of association contain two laws relating to the design and use of seals.

According to ORS 186.020, the seal consists of an outer ring with the text "State of Oregon", "1859". The inner circle contains an American eagle on a shield. The shield depicts mountains, deer, covered trains, and the Pacific Ocean. In the ocean, a British crew was departing and an American steamer arrived, symbolizing the end of British rule in Oregon. Elk represents the abundant games found in the state. The second quartering shows files, plows, and pickaxes. It symbolizes mining and farming. The banner reads "The Union". The thirty-three stars surrounding the shield represent the number of states after Oregon's entry into the union in 1859.
