Animal shelters or pounds are places where animals are lost, lost, abandoned or surrendered, mostly dogs and cats, and sometimes sick or injured animals are stored and rehabilitated. While a no-murder shelter exists, sometimes policies to lull a sick animal, and any animal that is not claimed soon enough by previous or new owners. In Europe, out of 30 countries included in the survey, all but four (Czech Republic, Germany, Greece, and Italy) allowed the killing of healthy wild dogs. Critics believe the new term "animal shelter" in general is a euphemism for the longer term "pound." The word "pound" has its origins in pounds of animal farming communities, where wild animals will be written or confiscated until claimed by their owners. Some shelters even have sick tropical animals.

United States

In the United States there are no government-run organizations that provide surveillance or regulation of various shelters nationwide. However, many individual countries are organizing shelters in their jurisdiction. One of the earliest comprehensive steps was the 1986 Animal Protection Act of Georgia. The law was enacted in response to the inhumane treatment of animal companions by the pet store chain in Atlanta. The laws provided for the licensing and arrangement of pet stores, stables, pens, and animal shelters, and established, for the first time, minimum standards of care. The Georgian Department of Agriculture is tasked with administering animal shelters and enforcing new laws through the Department's newly created Department of Animal Protection. Additional provisions, added in 1990, are the Humane Euthanasia Act , which is the first state law to require intravenous sodium pentothal injection in place of gas chambers and other inhumane methods. The law was further expanded and reinforced by the Animal Protection Act of 2000.

There are currently around 5,000 independently operated animal shelters operating nationwide. The shelter has redefined their role since the 1990s. No longer serving as a to-die repository for strays and drop-offs, modern shelters have taken the lead in controlling pet populations, promoting adoption of pets, and studying the health and behavior of animals in shelters. To prevent animal euthanasia, some shelters offer an assessment of animal behavior and training classes to make it more adoptive for the public. Most shelters also provide medical care that includes sterilization and sterilization, which will prevent overpopulation.

Settlement houses, and volunteer organizations such as shelter, respond to overfed cat populations with the trap-neuter-return (TNR) program that reduces wild cat populations and reduces the burden on shelters.

In the United States, many government-run animal shelters operate in conditions far from ideal. After the financial crisis of 2007-2008 many government shelters have run out of space and adequate financial resources. The shelter can not raise additional funds to provide an increased number of incoming animals have no choice but to put them to bed, sometimes within a few days. In 2012, about four million cats and dogs die in US shelters.

German

Large cities in Germany either have animal city shelters or contracts with one of the most common non-profit animal organizations across the country, running their own shelters. Most shelters are inhabited by dogs, cats, and various small animals such as rats, mice, and rabbits. In addition there is a so-called GnadenhÃÆ'¶fe ("grace-farm") for larger animals. They take cattle or horses from private owners who want to put them for financial reasons.

German animal protection legislation prohibits the killing of vertebrates for no good reason. In general, permissive reasons are slaughter or hunting for food production (cats and dogs excluded from this), infectious disease control, painless killing "if survival will imply unresolvable pain or suffering" >, or if the animal poses a danger to the general public. The latter would only be the reason for euthanasia, if an authority with an interest in public security ordered it based on an investigation. Because of this rule, all German animal shelters are practically non-murderous shelters. Facility is required to be led by a person certified in animal handling. Most shelters have a Veterinary contract to provide medical care.
